Our organisation campaigned hard prior to this legislation being passed in Parliament. The Law commission had included the 5 Plus solution in its comprehensive recommendations to our elected representatives. Unfortunately the Government at the time cherry picked these recommendations, leaving out vital policy on price , availablity, advertising, age of purchase and taxation. These omissions meant that the legislation at the time was just tinkering with the problem.

The act provided for local alcohol plans to be developed by communities in order to have local solutions for alcohol related harm. Unfortunately despite some well considered plans being developed and pushed forward for local councils to endorse, they have been subject to expensive legal challenges by the alcohol industry, leaving this mechanism ineffective in reducing alcohol related harm.
